Policies become controls. Approvals gate actions. Authority stays bounded through execution.

Only an effective ALLOW may create a bounded GRANT. DENY means no grant. ESCALATE means the current authority cannot safely decide.

A grant is pre-commit authority. Execution, acknowledgement, effect and responsibility transfer remain separate truths.
STOP is not a fourth decision.

STOP revokes remaining authority in scope and prevents further effects where technically possible. Safe state is domain-specific.
